Is my best friend able to do this? PLEASE HELP!!!?

Ok complicated situation. My bestfriends dad died when she was three. Her mom is a drug addict. She lives with her aunt and uncle. Her aunt yells at her violently everyday at her for stupid reasons. Me and her met in the first grade so we aren't just friends we are best best best friends. We both are 13 and live in New Mexico but we have the same thing in common, we are really depressed here. So say that i were to decide to move to California, could my best friend decide to move with us legally? Like live with us until she is like 18 or whatever age? Could my parents become her legal guardian? I love my bestfriend and would do anything to help her out of that hell. She has tried to talk to her aunt about the yelling and stuff but that always makes it worse. Please help. :) thanks
