Yes. Even if the fence were effective, it still wouldn't keep people from overstaying tourist and student visas to live and work here illegally. The money would have been better spent on enforcement of employment laws. As long as US employers find it feasible to hire people without verifying authorization to work, we will continue to attract illegal immigrants.
