Townsend Harris High School admissions?

Hi I am in 7th grade and would really like to put Townsend Harris as my first choice on my application. I just have a question about admission. The website says you must have at least a 90 average, and a 4 on both the ELA and Math state tests. However, a friend recently told me that the lowered the standards slightly to only needing a 3 on the state tests. Is that true? I have a 99.96 average, but I am not a great test taker and am not confident of the grades on those tests, and was wondering if they changed it. Furthermore, if they didn't lower the standards and I still apply, can I still get in with a 99.96 average and 3's on my state tests? Thanks!
