How do I report my half sister's father to the police ,if Im only 14 yrs old?

My half sister's father just got out of jail, and he's been buying and smoking marijuana at my sister's house.She is my legal guardian, and lets just say that he gets really weird when he gets high and she leaves me alone with him at my house. If I called the police, she would lie to them..so what should I do???
