Did I find a bed bug?

i was staying in a hotel with my family and my sister found a black bug the size of a sesame seed crawling on her bed sheet. it moved very slowly so i captured it but was confiscated by the hotel staff. they said they'd get an expert to analyse it and concluded that it was actually a black-legged tick. i don't think a tick would be an a dry indoor place such as a hotel bed, but i don't know for sure. does anyone have any idea?
